The Chandler City Council meets Monday for a 40-item study session that runs from bicycle regulations to bond authorizations to the city annual budget - covering transportation, public safety, land use, and spending decisions.

The council meets at 6 p.m. June 8 at City Hall, 175 S. Arizona Ave.

Electric bicycle regulations

The council will consider final adoption of Ordinance 5164, which amends Chapter 13 of the Chandler City Code to add regulations regarding the use of electric bicycles. The ordinance defines e-bike classes, where they may be ridden, and how they are enforced. Chandler joins a growing list of Valley cities adopting e-bike rules as the devices become more common on streets and paths.

Annexation

The council will introduce and tentatively adopt Ordinance 5170, annexing two parcels totaling approximately 22.19 acres at the northeast corner of Ocotillo Road and the Union Pacific Railroad, extending Chandler boundary eastward toward the Gila River Indian Community. The council held a public hearing on the annexation at its May 21 regular meeting at which no vote was taken. Monday vote would bring the properties into Chandler city limits, making them subject to city zoning and development standards, and allowing the city to extend water and sewer lines and provide police and fire protection.

The area along Ocotillo Road has seen residential and industrial development as Chandler growth pushes east. For property owners, annexation typically means city services and higher property values.

Budget and property tax

A public hearing is scheduled for adoption of the FY 2026-27 annual budget, the 2027-2036 Capital Improvement Program, and setting the FY 2026-27 property tax levy. Arizona cities are required by state law to hold a public hearing before adopting a budget that exceeds the previous year spending.

Industrial Development Authority bonds

The Chandler Industrial Development Authority meets June 9 to consider authorizing up to .5 million in bonds. IDA bonds are a financing tool that allows private entities to access tax-exempt financing for qualifying projects, typically in manufacturing, healthcare, or affordable housing.

Transit services agreement

The council will consider Resolution 6009, authorizing an intergovernmental agreement with the Regional Public Transportation Authority for transit services for FY 2026-27. The agreement funds Chandler participation in the regional bus network operated by Valley Metro.

Fire equipment

Several items on the agenda relate to fire department equipment purchases: fire turnout gear, self-contained breathing apparatuses (SCBAs), fire protection helmets, thermal imaging cameras, and cardiac monitors.
