Southeast Mesa was the week's center of gravity. Mesa's Planning & Zoning Board took up Legacy Park, a 196.3±-acre rezone at the northeast corner of South Ellsworth Road and East Williams Field Road, from Light Industrial to Planned Community District. The community plan carries a land-use budget of up to 2,400 dwellings and 6.7M sf of non-residential space — resort, office, retail, and multifamily around a public park — and staff recommended approval with conditions. The case is scheduled for the Aug. 31 council agenda, where staff and the P&Z Board both recommend approval with conditions.
The same corridor produced other big-ticket items. Mesa council adopted a notice of intent to enter into a retail development tax incentive agreement under A.R.S. § 9-500.11 for the 233±-acre 'Legacy Park and Gateway Crossing' project area — a step toward reimbursing a portion of construction-sales, retail-sales, and transient-lodging taxes for public infrastructure — with the agreement itself on the Sept. 14 agenda. Council will also weigh an $18.86M contract award to HEI Civil for widening Elliot Road from the Eastern Maricopa Floodway to Ellsworth Road, and the P&Z Board took up Park North, a 78-lot attached single-residence development on 5± acres near Power and Guadalupe, for which staff recommended approval with conditions.
Phoenix's formal meeting packed land, water, and legal actions into one calendar. The agenda included a request to authorize filing a 1.296-acre annexation at 44th Street and Bajada Road in District 2; a proposal to adopt Ordinance G-7535 approving the Planning Hearing Officer's stipulation modification for the 35.03-acre site at the southeast corner of 19th Avenue and Baseline Road, where the conceptual plan shows an approximately 84,000-square-foot building intended as a WinCo grocery store; authorization of a multi-agency MOU for a Gila River System Optimization Study; a settlement in Flores v. City of Phoenix; and construction manager-at-risk services for Sky Harbor's North Infield Paving and Drainage Improvements.
Around the region, Tolleson's Planning & Zoning Commission had a public hearing on its agenda for Ordinance 631 N.S., which would make neighborhood grocery stores and carnicerías permitted uses in the C-1 district and allow convenience markets, gas stations, and regional grocery stores by use permit. The week's calendar was otherwise thin — several MAG committees, Tempe's Board of Adjustment, and Peoria and Glendale panels published no agenda items, shrinking the verifiable record in the Aug. 24–30 window.
The look-ahead shifts to the county and the West Valley. Maricopa County's Board of Supervisors will take up the Camelback Creek industrial rezone in Tonopah, the 2026 General Election vote-center resolution, an ARPA down-payment-assistance reallocation, and a hearing-setting for the Hopi Vista water-delivery district petition. Mesa council will decide Legacy Park and the Elliot Road award; Surprise council will consider a 422-acre Buena Vista Ranch rezone; Tempe CC will take up leases at 526 and 524 S. Mill Ave; Avondale CC will hear a water-fluoridation presentation; and Tempe's Development Review Commission will review the 376-unit Emerald Center proposal.
