Maricopa County's housing pipeline moved in both directions this week. Mesa's Planning & Zoning Board took up Legacy Park, a 196.3-acre planned community at Ellsworth and Williams Field that would allow up to 2,400 dwelling units (mesa-pz #4-b), while Surprise advanced a 422-acre rezone from ranch land to R-1, R-2, R-3, OS-1 and I-2 (surprise-cc #9). Tempe's DRC is set to review a 376-unit, four-story mixed-use development on ~25 acres (tempe-drc #5), and Mesa P&Z also took up a 78-lot attached single-family project at Power and Guadalupe (mesa-pz #4-a). On the affordable side, Maricopa County will consider HOME-funded agreements including a 79-unit multifamily community in Wickenburg (bos #48), an expansion of Newtown down payment assistance to 148 households (bos #44), and a reduction in FSL's affordable single-family homes from 16 to 10 (bos #45). The week's through-line: entitlement certainty for large greenfield and infill projects continued to advance, while county affordable housing administration showed both expansion and contraction.
