This week’s water agenda is dominated by Maricopa County, whose Board of Supervisors is being asked to consider petitions to form two new irrigation/water delivery districts and, if the petitions are accepted, to set hearings for Sept. 30 (Hopi Vista) and Sept. 28 (Mesa Vista Estates). The board is also being asked to approve an Air Force access agreement for groundwater monitoring wells MW4004/MW4005, a $300,000 contract extension that would keep the Wittmann Area Drainage Master Study/Plan update running to Jan. 28, 2028, flood-control easement documents for East Maricopa Floodway Reach 4, and appointments to water-district boards related to cancelled elections. Mesa’s Audit, Finance and Enterprise Committee is scheduled to review staff recommendations for utility rates effective Jan. 1, 2027, including water service-charge and usage-tier increases, while the Mesa City Council is being asked to award an $18.86 million Elliot Road widening contract that includes a storm-drain outfall to the East Maricopa Floodway. Elsewhere, Tempe’s agenda includes a Carollo Engineers addendum for the South Tempe Water Treatment Plant, Surprise is asked to approve a water-line easement, and Avondale has a discussion-only presentation on fluoridating its public water system. Also on the environmental slate: the county is asked to approve EPA and MAG air-quality agreements, Scottsdale is asked to accept a CMAQ street-sweeper grant, and the county is asked to approve contract modifications for the Vulture Mountain Recreation Area’s on-site wastewater system.
