Mesa City Council weighed the week's biggest public-works item: an award with a total authorized amount of $18,858,111.31 for HEI Civil to widen Elliot Road from two rural lanes to a six-lane arterial between the Eastern Maricopa Floodway and Ellsworth Road. Staff recommended the award with a 10% change-order allowance; 94.3% of the cost would be reimbursed by federal money. If approved, construction would last about 22 months.

Land-use decisions were everywhere. Surprise City Council took up a plan to rezone roughly 422 acres in District 1 for new homes, open space, and industry. Mesa City Council considered Legacy Park, a 196.3± acre mixed-use rezone at Ellsworth and Williams Field roads. Maricopa County supervisors handled an 11.45-acre commercial rezone at Happy Valley Parkway and 115th Avenue in Peoria that could bring a gas station, car wash, self-storage, and drive-through restaurant.

County supervisors also dealt with housing and safety money. They weighed shifting $702,582 in federal ARPA funds to help more Newtown down-payment buyers, a 79-unit Wickenburg affordable apartment deal, and a 911 backup agreement between Phoenix police and the Sheriff's Office. They also took up a resolution to authorize vote centers for the Nov. 3 general election and considered change orders that would push the Vulture Mountain recreation project to $28.9 million.

Phoenix's alternative-response program kept growing. The Public Safety and Justice Subcommittee reviewed the Community Assistance Program: 15 CAP units handled 1,560 calls in July, and the report notes that police-to-CAP transfers increased 128% in 2025 compared with the prior year.

Next week's meetings are approval-heavy. Maricopa County supervisors will consider adjusting school property-tax levies; Phoenix City Council will take up a Meritage Homes rezoning at 15th Avenue and Baseline Road, an ordinance on school resource officers, and federal grant applications for transit, bridges, and street safety. Tempe's Development Review Commission, Mesa's Planning and Zoning Board, Tolleson's Planning and Zoning Commission, and Tucson Mayor and Council also have consequential items.
