Phoenix is set to consider the week's biggest housing move. On Sept. 9, the City Council will hold public hearings on a General Plan change and a Planned Unit Development for about 21 acres near 15th Avenue and Baseline Road. The plan would raise the allowed density from 1-2 homes per acre to 5-10 and let Meritage Homes build attached and detached single-family homes.

Large residential rezonings are also moving in Tempe and Surprise. Tempe's Development Review Commission takes up a zoning change for about 25 acres that would permit a four-story, 376-unit mixed-use building. Surprise's City Council is weighing rezonings for 160 acres at Deer Valley Road and 231st Avenue and roughly 422 acres at Buena Vista Ranch, both to allow more homes.

Affordable housing is a mixed bag this week. Maricopa County supervisors would expand a down-payment assistance contract to help about 148 buyers, but they also plan to shrink an affordable single-family project in Wickenburg from 16 homes to 10 while funding a new 79-unit affordable rental there. Tucson's consent agenda would fund programs for home repairs and eviction defense.

The rest of the week is process-heavy. Mesa boards are updating historic-preservation rules and design guidelines that govern older homes. Phoenix has a bundle of small rezonings — a 29-unit site at 51st Avenue and Union Hills, a 336-unit density-waiver site near I-17, a 14-unit site at 28th Street and Campo Bello, and several commercial or industrial switches with little housing effect. On balance, the week adds more housing capacity than it subtracts.
