Mesa is joining Gilbert and Maricopa County on a $61,315,900 plan to rebuild Power Road between the Santan Freeway (State Route 202) and the East Maricopa Floodway. The road would grow to six lanes with raised landscaped medians, sidewalks, bike lanes, new signals and streetlights. Mesa's share is $22,386,364 (36.51%), Gilbert's is $21,190,441 (34.56%) and the county's is $17,739,095 (28.93%). County construction money is not expected before July 1, 2031, so the work is currently anticipated in fiscal year 2032.

Phoenix had the busiest road-maintenance agenda. The city would set up two-step job order contracting for its citywide pavement surface treatment program and take up an amendment to its pavement-marking contract. It also would buy land along W. Osborn Road between 35th and 43rd avenues for roadway improvements, seek retroactive approval to accept federal transportation technology grant money, take up an ADOT encroachment permit for state highway right-of-way work in District 4, and dedicate city-owned land in District 2 for roadway purposes.

Safety items moved onto council agendas too. Tempe took up a resolution to accept a federal Safe Streets and Roads for All grant for the Baseline Road multi-modal safety project. Scottsdale would award Ames Construction up to $8,085,461.26 to build a bridge on Thompson Peak Parkway over Reata Pass Wash, and would accept a $70,000 state highway safety grant for police overtime on pedestrian and bicycle enforcement.

Other transit and upkeep spending: Tolleson would raise its yearly Lyft cap from $400,000 to $650,000 for supplementary rides and set the term through June 30, 2027. Mesa would raise its barricade rental cap by $1,175,945 to keep up with more in-house pavement preservation work. Phoenix would buy heavy-duty transit buses and hire a construction manager at risk for the apron pavement rebuild at Phoenix Goodyear Airport, and it would line up engineering services for the bond-funded Laveen Flood Mitigation Program in Districts 7 and 8.
