Maricopa County supervisors took up a new five-year floodplain plan on Sept. 30. The 2026 Five-Year Floodplain Management Plan, carried as Resolution FCD 2026R002, guides how the county's Flood Control District handles flooding, public outreach and flood-loss work in unincorporated areas, and the agenda item sets an effective date of Sept. 30, 2026 upon board approval. Supervisors also took up a transfer of four Sun City and Sun City West drainage parcels to the Flood Control District to repair and maintain, a transfer that also shows up as a second agenda listing.
The county took up two new irrigation water delivery districts: Hopi Vista in supervisorial District 3, with Brett Kalkbrenner, Christopher E. Reed and Marilyn Kafka proposed as trustees, and Mesa Vista Estates in District 2, with Robert “Bob” Blincoe, Kaci Lint and Hector R. Romero proposed. Both can be formed unless landowners file a valid protest, and each has a follow-up date later in October. In the West Valley, Avondale will weigh its 2026 Integrated Utility Master Plan on Oct. 5, and Goodyear's Water Services Director is authorized to sign a consent order with Maricopa County Environmental Services.
Tempe handled a stack of water and sewer items: ratifying a contract increase with Otto Trucking to haul away PFAS-contaminated soil, renewing its membership in the Arizona Municipal Water Users Association, buying sand filter parts for drinking water plants, renewing wastewater chemicals and system upkeep with Evoqua, hiring Wilson Engineers for citywide water valve rehabilitation, and cleaning collection-system siphons with B&F Contracting. Mesa approved a replacement sewer-cleaning vacuum truck for up to $965,700 and a new sewer inspection truck for up to $701,800. Maricopa County also added $296,736 for contractor SDB Contracting to finish connecting Glen Cove manufactured-home sites to the sewer system.
Air-quality work moved too: supervisors set a Dec. 9 hearing on folding federal air-pollution rules into the county code, extended the propane fire pit voucher program, awarded up to $529,116 for 20 public electric vehicle charging ports at Valleywise Health sites, and passed $346,000 to Valley Metro for employer trip-reduction outreach. Elsewhere, the county amended its Spur Cross Ranch agreement with Cave Creek, sent El Mirage $436,547 in federal block grant money for street and drainage work, and Tempe gave up three utility easements — a water line easement at 4415 South Wendler Drive, another water line easement at 1401 South 52nd Street, and an 8-foot irrigation easement at 147 East Bonita Way, the Heffernan Residence. Across the week, the region kept its water and sewer systems in repair, cleaned up contamination and set plans for the years ahead.
