Mesa, Gilbert and Maricopa County are set to split the estimated $61,315,900 cost of widening Power Road to six lanes between the Santan Freeway and the East Maricopa Floodway. Mesa's share is $22,386,364, Gilbert's is $21,190,441 and the county's is $17,739,095. Because the county's initial construction payment will not be available before July 1, 2031, construction is not anticipated until fiscal year 2032.
On the county agenda, supervisors are set to act on two Valley Metro items: a $2,074,040 agreement for about 13,932 ADA paratransit trips and about 40,050 RideChoice trips for residents of unincorporated areas, plus a $346,000 pass-through that pays for employer trip-reduction outreach through Sept. 30, 2027. The board also has a $2,554,421.18 construction management contract for Northern Parkway between 103rd Avenue and 91st Avenue, a 10-year deal with Peoria for cameras and signal controllers along Loop 101, and a 1,826-square-foot sidewalk that would close a gap on Olive Avenue between 69th Lane and 69th Avenue. Road upkeep shows up too: asphalt, emulsified oil and petroleum resin from Sealmaster Arizona for an estimated $1,200,000 over two years, and a $436,547 block grant to El Mirage to repave streets and improve drainage.
Airport business lands on four agendas. Scottsdale would pay $783,980.54 to preserve Runway 3-21 pavement and rewrite its airport and airpark rules; Flagstaff would ratify an FAA grant for a snow removal equipment building, buy land from BNSF Railway for the Rio de Flag and Lone Tree Overpass projects and acquire property for a wash culvert, while its Airport Commission agenda listed an operations update. Phoenix's airport list includes an American Airlines cargo land lease, passenger boarding bridge maintenance, baggage controls work, baggage system upkeep and an easement for Valley Metro Rail; the city would also improve signal visibility at three intersections and buy pavement marking material.
Smaller items round out the week: more roads opened into the county highway system, easements and right-of-way documents for Northern Parkway, McKellips Road and MC 85, a Nov. 4 hearing on 3.69 acres of Landings streets, a second Landings parcel of 4.60 acres and a $7,500 Glen Harbor easement. The county would also put $529,116 in federal money toward 20 public charging ports and get legal advice on a proposed e-bike ordinance, while Surprise would form a District 4 street lighting district, Apache Junction would repave Old West Highway from Idaho Road to Tomahawk Road, and Mesa would raise its barricade rental limit. The through-line: most of this week's money keeps existing roads, transit rides and airport systems running, and the biggest new commitment — Power Road — is years away from construction.
Board of Supervisors — September 28, 2026
- PROPOSED E-BIKE ORDINANCE; LEGAL ADVICE: The county Board of Supervisors' Sept. 28 executive session agenda listed legal advice on a proposed e-bike ordinance, with two deputy county attorneys, the county transportation director, a sheriff's deputy chief, an assistant county manager and the county ombudsman listed to take part. Executive sessions are not open to the public. View item

Under the current funding schedule, Maricopa County’s initial construction payment will not be available before July 1, 2031, construction is therefore currently not anticipated until Fiscal Year 2032. (District 6): Mesa, Gilbert and Maricopa County would split the estimated $61,315,900 cost of widening Power Road from the Santan Freeway to the East Maricopa Floodway to six lanes with raised landscaped medians, ADA-compliant sidewalks and ramps, bike lanes, traffic signals and streetlights, and improved drainage. Mesa would pay $22,386,364, Gilbert $21,190,441 and the county $17,739,095, and under the current funding schedule the county's initial construction payment will not be available before July 1, 2031, so construction is not anticipated until fiscal year 2032.
