The biggest money item of the week was a three-way deal in Mesa to widen Power Road between the Santan Freeway and the East Maricopa Floodway. The job is estimated at $61,315,900. Mesa would pay $22,386,364, or 36.51%; Gilbert $21,190,441, or 34.56%; and Maricopa County $17,739,095, or 28.93%. The county's first construction payment is not available before July 1, 2031, so the roadwork is not expected to start until fiscal 2032.

Mesa also had housing and utility items on its agenda. The council took up a rezoning of about 5 acres near Power Road and Guadalupe Road for a 78-home attached project called Park North, which city staff and the Planning and Zoning Board both backed with conditions by a 7-0 vote. On October 5 the council takes up a notice of intention to adjust utility rates that would set a public hearing for December 8, 2026. Staff recommend a 3.5% water service-charge increase for all customers and a 7.5% residential wastewater increase, with new rates starting February 1, 2027.

Maricopa County supervisors carried a heavy agenda. They took up $1,445,832 in state money for housing support services and a deal with Newtown Community Development Corporation that runs through September 30, 2027 so the group can finish the last seven community land trust homes; the county has put $5,070,081.51 into that program. The board also took up a hearing on forming the Hopi Vista Irrigation Water Delivery District in District 3, set an October 21 hearing on Casitas Bonitas sewer rates, and took up the county's 2026 Five-Year Floodplain Management Plan.

Flagstaff had a week of turnover and land use. The council took up acceptance of Councilmember Anthony Garcia's resignation, effective September 25, 2026. Also on the agenda: a vote on loan documents for a $1,650,000 loan to Lone Tree Ranch, LP for affordable housing units and a rezoning of 23.89 acres on North El Paso Flagstaff Road for a construction storage and supply yard and heavy manufacturing. In Fountain Hills, planners will hear a request to turn 46 hotel rooms at the Fountain Park Hotel into apartments, a smaller version of a plan the commission voted 5-1 against recommending in 2023.

Smaller items rounded out the week. Litchfield Park's Design Review Board took up a new three-story commercial building called The Boulevard, Phoenix council members will consider a retroactive request for state housing trust money for fiscal 2027, county planners will hear a Love's Travel Stop on 25 acres near Interstate 10 in Tonopah, and Apache Junction takes up its 2026 parks and recreation fee schedule, with new charges starting January 1, 2027.
