Mesa's Planning and Zoning Board meets Oct. 14 on a plan to rezone 44 acres of State Land at the northwest corner of the South Hawes Road alignment and East Warner Road, in a case called Hawes Crossing Village 6 Remainder. The land is zoned today for apartments, offices and shops. The request would switch it to small-lot single-family homes, a step the applicant's materials tie to a future State Land auction, at up to about 4.1 homes per acre. City staff recommend approval with conditions.
Other cities are moving on housing too. Fountain Hills would let 46 top-floor hotel rooms at the Fountain Park Hotel become apartments, about 14.3 homes per acre. Flagstaff is set to rezone 13.01 acres from Rural Residential to Single-Family Residential and extend the Resource Protection Overlay to the whole parcel, and Avondale would drop a rule that ties apartment construction to commercial construction on a 25.23-acre site at Avondale Boulevard and McDowell Road. Tempe takes final votes on turning old industrial land at 8550 South Priest Drive into a mixed-use district, new rules for group homes and child shelters, and a federal block grant plan for housing and community development.
Public money for homes is on the move. Maricopa County's Industrial Development Authority takes up final approval of up to $74.8 million in multifamily revenue note financing for the District at Laveen Apartments, and will weigh a grant request from the Arizona Housing Acceleration Fund. Flagstaff took up a $1,650,000 loan with Lone Tree Ranch, LP for affordable homes. Chandler is putting up to $1.5 million of federal housing reserves toward development fees for Haven on Hamilton, planned for about 250 affordable units, and its Housing Authority recommends the same step. Phoenix wants to accept state Housing Trust Fund money, and Scottsdale is signing a contract worth up to $1,325,171 for rental help.
The rest of the week shows both momentum and friction. Chandler started a rezone for 16 single-family lots at Vineyard Park and took up office-lot and airpark-hangar changes. Flagstaff took up a new Planned Community zone and revised its rezoning process. Surprise took up development agreements and water and drainage items tied to growing neighborhoods, while Phoenix took up an ordinance that would move a 5-acre corner at 28th Street and Rose Garden Lane from homes to light industrial. Scottsdale scheduled a closed session on a legal fight over converting the building at 13875 N. Northsight Blvd into apartments. Taken together, the week keeps pushing land toward homes — through rezonings, conversions of older buildings, and public money for affordable units — while small variances, permits and easements still add steps along the way.
