Phoenix's fire and police leaders brought staffing numbers to the city's Public Safety and Justice Subcommittee. The Fire Department says it has 2,059 authorized sworn positions and is running faster recruit academies to fill them, with a 48-person class starting in October. The Police Department reported that about 2,607 sworn posts were filled or in the academy in August, down from 2,649 a year earlier and below its 3,125 budgeted positions.

The same subcommittee reviewed changes to the 2027 Neighborhood Block Watch grant guide, with applications due Dec. 10; an update on the Community Assistance Program; and a report on heat-related emergency calls. Phoenix's formal agenda also included agreements with the Drug Enforcement Administration to reimburse police services and an amendment covering CovertTrack GPS units. In Youngtown, the council gets a Sheriff's Office presentation that may cover crime statistics, staffing and response times and a Sun City Fire and Medical District report on prevention, staffing and ambulances, then discusses criminal activity, nuisances and homelessness and a Municipal Court report.

Scottsdale police are seeking a $500,000 state grant for overtime, training and software to fight human trafficking, with no city match required. Flagstaff's council will take up the county's criminal justice strategic plan, dispatch agreements with five fire districts, citizen petitions for an AI policing advisory board and a halt on AI policing contracts, and purchases of nine police vehicles and an electric SUV for the Fire Department; its fire pension board also meets privately on confidential records and legal advice and a disability case. In Fountain Hills, the council will debate banning license plate readers on town property and weigh an agreement sending fire apparatus maintenance to Mesa.

Tempe holds a final hearing on its automated license plate reader ordinance and takes up a police pension board appointment, a backup ambulance agreement, traffic enforcement overtime funding, collision investigation funding and victims' rights money, plus minutes from its police pension board and public safety oversight subcommittee and a task force update. Chandler is set to accept a $51,026 highway safety grant for child car-seat clinics and extend disability insurance for police and fire personnel. Tucson's consent agenda bundles victims' rights funding, an ATF ballistic-evidence agreement, a vehicle theft task force deal and opioid-response money, and Flagstaff's tourism commission gets a public safety briefing.
