Scottsdale is set to join class-action settlements over PFAS contamination of drinking water. PFAS are the long-lasting "forever chemicals" tied to firefighting foam, and the proposed settlements with Amerex, Archroma U.S., Carrier Global and Nation Ford Chemical total $4 million, $14 million, at least $129.2 million and $1.875 million. The city has until Dec. 22, 2026 to opt out, and staff recommend adopting Resolution No. 13813; the same day, the council meets privately to discuss buying water and the contracts tied to it in the Harquahala Valley.
Supply takes the spotlight elsewhere. Mesa's council gets a briefing on the city's water supplies — its water portfolio, Colorado River supplies and the Bureau of Reclamation's new record of decision and operating guidelines, plus future investments. In Flagstaff, the Water Commission reviews a draft ordinance for High-Volume Water Users, and both the City Council and the Planning & Zoning Commission discuss new zoning requirements for "resource intensive industrial" land uses such as data centers.
Chandler is deep in wastewater work: its council would approve a construction services agreement and a professional services agreement with Wilson Engineers, LLC for Phase 3 of the Water Reclamation Facility. Both were previewed at the Oct. 12 study session, where a companion engineering item also ran. The city would also extend odor and corrosion contracts — activated carbon from Carbon Activated Corp and iron salt treatment with US Peroxide — with the study session carrying its own carbon item.
Tempe's council handles a stack of utility contracts: wastewater sampling gear from Western Environmental Equipment, backflow parts from Arizona Water Works Supply, reservoir maintenance engineering from Carollo, Well 15 work at the South Tempe Water Treatment Plant with Felix Construction, and a five-year waste collection and transportation mutual aid agreement with seven nearby cities and the Salt River Pima-Maricopa Indian Community. Flagstaff also acts on drainage and land use, with a property acquisition for the Fanning Wash Culvert and a rezone of about 13.01 acres that adds the full Resource Protection Overlay. The through-line: this week is mostly about stretching and protecting the water the region already has — treating it, watching it, and writing rules for the heaviest users.
