Phoenix takes up a new land-use plan for about 4,364 acres of south Phoenix at its Oct. 21 formal meeting. The Rio Salado District Policy Plan covers an area bounded by Interstate 17, 32nd Street, Broadway Road and 19th Avenue in Districts 7 and 8. A companion change to the city's land use map would designate about 127 acres of a roughly 130-acre inactive mining pit between 16th and 24th streets as Residential 10 to 15 homes per acre / Mixed Use. Staff-recommended revisions to the policy plan add an affordable housing bonus under which extra building height may be supported.
Other cities have supply on their agendas. Mesa's Planning and Zoning Board took up 44 acres of State Trust land at Hawes and Warner roads, with staff recommending approval with conditions. Avondale's council took up a change that would drop the commercial-timing stipulation at Avondale Commons. Flagstaff's housing authority took up a resolution seeking a RAD conversion of the public housing portfolio, and Chandler weighed using up to $1.5 million in federal reserves for development fees on the roughly 250-unit Haven on Hamilton project. Maricopa County supervisors take up up to $74.8 million in multifamily housing bonds for the District at Laveen Apartments on Oct. 21, a step the county's industrial development authority also carried on its Oct. 13 agenda.
Some items pull the other way. Supervisors take up termination of the Desert Whisper development agreement; a related county item says the property owner is pursuing a rezone from residential to industrial. A Phoenix PUD near 63rd Avenue and Lower Buckeye Road would allow shops and commerce park uses but no homes, a change the Riverside Elementary School District opposed because the site was first described to neighbors as housing. Phoenix also takes up ratification of density caps near Deer Valley Road and 27th Avenue and holds a hearing on an annexation south of Dobbins Road that would allow up to 489 apartments.
Smaller items fill in the rest. Chandler's commission takes up Vale Sereno's 53 lots and The Station at Park Place; Avondale looks at fee relief for its oldest neighborhoods and BLVD zoning text changes; Tempe weighs group home code changes and a mixed-use rezone on South Priest Drive; Flagstaff takes up a 13-acre rezone to single-family; and Buckeye takes up an impact fee credit covering 882 Farallon homes. The through-line for the week is rule-tweaking and financing: cities are adjusting density, fees and bond money at the edges rather than opening large new areas to homes.
