Maricopa County's planning board will review a proposed 18.4-acre battery storage facility near Broadway and Tuthill roads in the Buckeye area. County staff recommend approving a zoning change from Rural-43 to an industrial district with a custom plan, subject to conditions that include enhanced screening and a single parking space for maintenance crews. The facility would store and release generated power at times of excess demand, operating as an electric grid asset.

The same commission also takes up a staff fix to building-height conditions for an 11.45-acre commercial project at Happy Valley Parkway and 115th Avenue in the Peoria area. Two Speros Baseline cases — a comprehensive plan amendment and a rezoning — would shift about 61 acres in the Buckeye area from rural to industrial uses, but both are continued to Nov. 5. A 640-acre private airpark near Aguila is continued to Dec. 3 because of a public notice error.

On the transportation side, the Transportation Advisory Board gets an update on the county's Connected Vehicle Acceleration Zone program and a director's update. The Merit Systems Commission lists a status report on employee merit system appeals. The county's Risk Trust board takes up requests for settlement authority in two lawsuits — Watt v. Sheridan and Peragine v. Maricopa County — plus a vote on those requests, an insurance renewal update, and a Select Actuarial Services presentation.
