7. PROPOSED RIO VERDE FOOTHILLS NONCONTIGUOUS COUNTY ISLAND FIRE DISTRICT Pursuant to A.R.S. § 48-851(A), convene the scheduled public hearing to hear those who appear for and/or against the creation of the proposed Rio Verde Foothills Noncontiguous County Island Fire District. At the hearing, the Board will also determine if the creation of the district will promote public health, comfort, convenience, necessity or welfare. If the Board of Supervisors determines that the public health, comfort, convenience, necessity or welfare will be promoted, it shall authorize the persons proposing the district to circulate petitions as provided by statute.
