30. PERMANENT ADDITIONS TO THE FLEET Approve the permanent addition of 19 vehicles to the Adult Probation fleet resulting from an analysis of the Adult Probation Fleet Study. Also, direct the Office of Management and Budget to adjust the Operating Vehicle Replacement Fund as necessary in future years to accommodate these vehicles being added to the permanent fleet. The addition of the 6 shared building vehicles will comply with the fleet review recommendation of a ratio of 15 employees per vehicle. The 13 additional vehicles are for individual use and will provide the department with 1 vehicle per position in the established areas. In the FY 2017 Adopted Budget, Adult Probation received one vehicle each for Domestic Violence, Prison Reentry, and Sex Offender. Due to the additions, those areas already have a vehicle per position. Funding for the 6 Detention Fund Vehicles will come from Non-Departmental Detention Fund ($162,000). Funding for the 13 General Fund vehicles will come from Non-Departmental General Fund ($216,000) and from savings within the Adult Probation General Fund ($135,000). Also, approve an exemption from markings and issuance of non-governmental license plates per A.R.S. §38-538.03 because these vehicles will be used to provide surveillance and supervision of convicted felons residing in the community and the location and apprehension of felony absconders. Markings are detrimental to the mission. These will be take home vehicles because surveillance and apprehension are not regularly scheduled assignments with set hours. The vehicle information, including make, model, year, color and VIN number will be provided to the Clerk of the Board upon approval of this agenda and purchase of the vehicles. FY2016-17 additional operating expenses for the new vehicles are estimated to be approximately $6,500 for the General Fund vehicles and $3,000 for the Detention Fund vehicles. These costs will be absorbed in the Adult Probation General and Detention Fund operating budgets. (C-11-17-004-V-00)
