27. GRANT FUNDS FROM ARIZONA STATE DEPARTMENT OF HOMELAND SECURITY FOR SATELLITE CONNECTIVITY Authorize Emergency Management to apply for grant funds from the Arizona State Department of Homeland Security, FFY16 SHSGP, in the not-to-exceed amount of $60,000.00 for Satellite Connectivity. The grant period for this grant is October 1, 2016 through September 30, 2017. The Maricopa County Department of Finance has calculated the Department of Emergency Management's composite indirect cost rate at 11.9% or $7,140.00. The Department will not be recovering indirect costs off of this grant. The amount of unrecoverable indirect cost is $7,140.00. Emergency Management is responsible for implementing the County’s Emergency Operations Plan (EOP) for responding to disasters within Maricopa County. Telecommunications are an integral part in that response as MCDEM hosts a Crises Information Management System to our response partners. The fixed site satellite connection will provide a backup to our main telecommunication connection at the Emergency Operations Center. Using a satellite connection will decrease the likelihood the Emergency Operations Center (EOC) would be down due to a commercial telecommunications outage whether through natural or man-made causes. The mobile satellite connection will provide telecommunications for Reception Center or Shelter sites that will be coordinated by the department and can be leveraged for Continuity of Operations Plans (COOPs) by the department due to un-inhabitable conditions of the EOC whether during a response or steady state.
