36. ACCEPT GRANT FUNDS FROM ARIZONA DEPARTMENT OF EMERGENCY AND MILITARY AFFAIRS Approve and accept grant funds from Arizona Department of Emergency and Military Affairs, Grant No. EMF-2020-EP-00009, CFDA #97.042 in the amount of $952,263. These grants are for emergency Planning within Maricopa County. The grant award begins on July 1, 2020 and ends June 30, 2021. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The Department will be recovering the allowable 10% de minimus rate based on the total direct charges, which totals $95,226. The grant award is reoccurring and has been awarded to the department for the past thirty (30) plus years. The department has a match requirement of $952,263 during the grant award period, the match for this grant comes from the General Fund (100-D150-1510), Palo Verde (100-D150-1510) and the Intergovernmental Agreements (100-D150-1510-CTIGA). Maricopa County does not have to fund any additional costs for the program. The grant award is a mandated function for emergency preparedness through the Robert T. Safford Act. This grant provides funds for recipients to build and maintain emergency management programs at the state and local level. This grant award is non-competitive and all counties in the state are eligible to apply for funds to support their Emergency Management Programs. In accordance with A.R.S. 42-17106 (B), authorize the following budget adjustment for the FY 2021 Emergency Management (D150) Budget: a) Increase the revenue and expenditure authority in the Emergency Management’s Fund (215), Operating (OPER) by $52,027 The Increase is needed because during Fiscal Year 2021 Budget adoption, we originally budgeted the EMPG grant at $900,236 since we didn’t have the FFY2020 EMPG Award letter. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-15-21-004-X-00)
