37. ACCEPT GRANT FUNDS FROM DEPARTMENT OF HOMELAND SECURITY Approve and accept grant funds from Department of Homeland Security, Grant No. 20CWDSTC00016-01-00 in the amount of $1,834,831. This grant provides assistance in developing regional radiological/nuclear detection programs and integrating them into a national detection architecture. The grant award begins on September 25, 2020 and ends October 30, 2029. The Department will be recovering the allowable 10% de minimus rate based on the total direct charges, which totals $183,483. The grant award is reoccurring. There is no match requirement for this grant. Maricopa County does not have to fund any additional costs for the program. The grant award is a non-mandated function for This grant award is non-competitive, Emergency Management was asked to take over the grant when the City of Phoenix returned the grant. In accordance with A.R.S. 42-17106 (B), authorize the following budget adjustment for the FY 2021 Emergency Management (D150) Budget: a) Increase the revenue and expenditure authority in the Emergency Management’s Fund (215), Operating (OPER) by $520,592. The Increase is needed because Emergency Management was just awarded the new grant during Fiscal Year 2021. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-15-21-005-X-00)

ACCEPT GRANT FUNDS FROM DEPARTMENT OF HOMELAND SECURITY FOR SECURING THE CITIES GRANT Approve and accept additional grant funds from Department of Homeland Security, Grant No. 20CWDSTC00016-02-01 in the amount of $3,200,000. This grant provides assistance in developing regional radiological/nuclear detection programs and integrating them into a national detection architecture. The grant award begins on September 25, 2020 and ends October 31, 2031. The Department has an approved Indirect Cost rate of 9.5%. Due to obligated project costs EM will be able to recover 249,000. The grant award is reoccurring. There is no match requirement for this grant. Maricopa County does not have to fund any additional costs for the program. The grant award is a non-mandated function for This grant award is non-competitive.
