26. DECLARE AS EXCESS SURPLUS MATERIALS AND TRANSFER OWNERSHIP OF 6 ULTRA LOW TEMPERATURE FREEZERS Approve the Unified Command Center D890 to Transfer Ownership of 6 Ultra Low Temperature Freezers for the storage of COVID 19 Vaccines to the following Hospitals, per the Unified Command Center approved Point of Dispensing Site Plan for COVID 19 Vaccination Services: Abrazo-Serial 210168-EMG (1) Banner Serial 210168-EMG (3) Honor Health-Serial -210168-EMG (2) The Unified Command Center (UCC) developed a Point of Dispensing Site Plan (POD) for the COVID 19 Vaccine. The UCC purchased the freezers for $15,203.86 each with CARES Act grant money. In the POD Plan and Hospital Agreements, the Plan provided that the Ultra Low Temp Freezers would be transferred to hospital ownership once the POD ended. The POD response has ended, and the reason for the transfers is to maintain the safety of the COVID Vaccine stored onsite at hospitals for the continued distribution to Maricopa County residents. Pursuant to Maricopa County Procurement Code, Section 8, the Board of Supervisors by unanimous vote may declare the freezers as surplus materials in excess of the County's needs, and authorize the transfer of assets. The County entered into agreements with the hospitals to run the PODs. Part of the agreement was the transfer of the Ultra Low Temp freezers once the PODs ended June 30, 2021. The Freezers were purchased with CARES Act funding and were necessary expenditures due to the public health emergency with respect to COVID-19, in order to support the county’s vaccine roll out for Maricopa County residents. This item requires unanimous vote of the Board. (C-15-21-023-X-00)
