46. MOU WITH ARIZONA HUMANE SOCIETY Approve the Memorandum of Understanding (MOU) regarding the process outlining outline responsibilities and major actions to support the Maricopa County Emergency Operations Center (MCEOC) response and recovery operation, when requested, specifically as it relates to providing assistance and services to animal victims of disaster; as well as other services for which cooperation may be mutually beneficial. This agreement is effective upon signature of the parties and the term is three (3) years from the date of signature. This is a non-financial agreement. Per the MOU, the Arizona Humane Society will, to the extent feasible and within its discretion, support or carry out animal housing operations in the following areas: - Under Emergency Support Function (ESF) 6, act as lead agency regarding animal sheltering, evacuations and search and rescue for domestic household pets only. - Rescue of abandoned or stranded domestic household pets, by authorized and qualified personnel. - Offer guidance and support regarding coordination of domestic household animal food and supplies. - Under ESF 8, provide veterinary exams for domestic household pets that have been impacted by the disaster. - Act as lead agency to respond, set up and operate an animal decontamination center in the event that domestic household pets have been exposed to hazardous material. - Act as lead agency to respond to a Palo Verde Generating Station emergency response at the Reception and Care Center (RCC) to include temporary on-site kennel, monitoring of household pets and service animals, and decontamination of household pets and service animals if necessary. - Manage the receipt, sorting, transportation, storage and distribution of all donated good associated with domestic animal sheltering and/or search and rescue as it pertains to domestic household pets. - Establish a Shelter Lead(s) who will act as a liaison to the Red Cross, MCDEM, the Emergency Operations Center (EOC) and any other associated organizations. - Compassionate removal of unclaimed domestic household animals who don’t survive the disaster. - Participate in the planning, training, and exercise initiatives of Maricopa County Department of Emergency Management when requested.
