36. GRANT FUNDS FROM ARIZONA DEPARTMENT OF EMERGENCY AND MILITARY AFFAIRS Approve and Accept grant funds from Arizona Department of Emergency and Military Affairs, Grant No. EMF-2025-EP-05007, CDFA# 97.042, in the amount of $1,145,936.40. These grants are for emergency planning within Maricopa County. The grant award begins on July 1, 2025 and ends June 30, 2026. Authorize the Chair to sign all documents related to these grant funds, as applicable. The Department will not be recovering the allowable 8.85% de minumus rate based on the total direct charges, which totals $101,415.37. The grant award is reoccurring and has been awarded to the department for the past thirty (30) years. The department has a match requirement of $1,145,936.40. During the grant award period, the match for this grant comes from the General Fund (100-D150-1510 and 100-D150-1520), Palo Verde (207-D150-1510), and the Intergovernmental Agreements (215-D150-1510-CTIGA). Maricopa County does not have to fund any additional costs for the program. The grant award is a mandated function for emergency preparedness through the Robert T. Stafford Act. This grant provides funds for recipients to build and maintain emergency management programs at the state and local level. This grant award is non-competitive and all counties in the State are eligible to apply for funds to support their Emergency Management Programs. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. ยง42โ€17105. (C-15-26-011-X-00)
