25. ACCEPT FUNDS FROM ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR REIMBURSEMENT OF TITLE IV-D CHILD SUPPORT ACTIVITIES Accept the FY 2026 grant and associated revenue in the amount of $1,200,000 for the purpose of reimbursement from Arizona Department of Economic Security for Title IV-D child support activities performed by the Clerk of the Superior Court. The grant award begins on July 1, 2025 and ends on June 30, 2026. Authorize the Chair to sign all documents related to these grant funds, as applicable. The Clerk of the Superior Court indirect rate for FY26 is 44.62%, but the grantor has a cap of 66% of the total indirect cost recovery. Total grant indirect costs are estimated to be $370,239.25 recoverable and $190,729.31 not recoverable. Funds are all utilized for personal services. Also, pursuant to A.R.S. §42-17106, approve appropriation adjustments resulting in a net increase to revenue and expenditures of $200,000 in FY2025-26 Clerk of the Court (160) Grants Fund (216) Operating (OPER) budget. Approval of this item will result in an overall grant funds appropriation of $1,200,000 for revenues and expenditures in the Clerk of the Court (160) Grants Fund (216) Operating (OPER) budget. Grant revenues are not local revenues for the purpose of constitutionals expenditure limitation, and therefore, expenditure of these revenues is not prohibited by the budget law. This request does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The grant award is reoccurring and has been awarded to the department in previous years. The cash or in-kind match is not applicable. Future ongoing cash contributions are not required after the grant period. The grant award is a mandated function, the Clerk’s Office statutorily prescribed duties includes providing programs to assist in the establishment, modification, and enforcement of child support. The Clerk’s Office engages in court-related records management and financial services to support the court in the administration and processing for support-related activities. The award is non-competitive, as we are the only entity statutorily prescribed to perform these activities. If awarded, the department will absorb the costs of the grant award totaling $190,729.31.
