60. RENEWAL OF IGA WITH THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT Authorize Human Services Department to renew Maricopa County’s participation, as lead agency, in the Maricopa HOME Consortium Intergovernmental Agreement (IGA) (C-17-05-107-2-00) for the purposes of receiving HOME funds from the U.S. Department of Housing and Urban Development (HUD) for the period of July 1, 2015 through June 30, 2018 (Federal Fiscal Years 2015, 2016, and 2017). The Maricopa HOME Consortium was established in 1992, and currently consists of the Maricopa Urban County unincorporated areas and the cities/towns of: Avondale, Chandler, Gilbert, Glendale, Peoria, Scottsdale, Surprise, and Tempe. The Agreement provides an automatic renewal clause for succeeding years at the end of the initial term. As a result, the Agreement will remain in effect until the participating municipalities elect to amend or not renew the document. All members of the Consortium have made commitments to stay in the Consortium for the renewal period. C-17-05-107-2-00 Approved Maricopa HOME Consortium Intergovernmental Agreement on June 22, 2005. The Cranston Gonzales Affordable Housing Act allows for local governments that are geographically contiguous to form a consortium for the purposes of receiving an allocation of and participating in the HOME Investment Partnerships Program (HOME). The purpose of the HOME program, administered by HUD, is to strengthen public-private partnerships to increase the supply of affordable housing. The Maricopa HOME Consortium IGA will be effective for Fiscal Years 2015-2016, 2016-2017, and 2017-2018. The Agreement contains a three year renewal clause for members beginning on June 30, 2018. Consortium members have the opportunity to opt out of the Consortium prior to the automatic renewal date. The Maricopa HOME Consortium currently receives approximately $3.3 million annually under the HOME program. These funds will be used to serve housing needs of residents within the Consortium service area boundaries. If Maricopa County elects to opt out of the Consortium IGA, it would result in the dissolution of the Consortium, and may result in a partial or complete loss of HOME funds for the remaining Consortium member cities/towns effective July 1, 2015.
