67. DECLARE REAL PROPERTY EXCESS Declare parcels APN 112-22-036 and 112-22-037A, which are located at 1 W. Madison Street and 10 W. Jackson Street in Phoenix, as excess to the County’s needs and approve the Maricopa County Real Estate Department to prepare to offer the parcels for sale “as-is”: (1) to a duly constituted governmental entity, solely charitable, social or benevolent non-profit organization incorporated or operating in this state without public auction; or (2) via public auction if the parcels are not sold to a duly constituted governmental entity or non-profit organization. The market value of the parcels will be determined by an appraiser licensed in the State of Arizona. A purchase agreement and conveyance documents for the direct sale or auction of the parcels will be presented in a follow-up agenda to the Board for approval and signature. APN 112-22-036 contains approximately 13,750 square feet (0.31 acres) and is improved with a 26,756 square foot (SF) building (ground floor and basement), portions of which are approved to encroach into the City of Phoenix right of way via Lease No. 28836 (C-18-07-012-B-00). APN 112-22-037A contains approximately 12,375 SF (0.28 acres) and is improved as a parking lot. The parcels were purchased in 2007 (C-18-13-005-3-1) for Court purposes and most recently the building was occupied by the Country Meadows Justice Court and the Grand Jury. The parcels will be offered for sale subject to that certain temporary construction easement granted to the City of Phoenix (City) on July 20, 2020 to facilitate City’s construction of the South Central Extension/Downtown HUB light rail project (C-78-20-013-3-00).
