A-6. DESIGNATE ALL AREAS WITHIN MARICOPA COUNTY AS A RECOVERY ZONE Adopt a resolution designating all areas encompassed within the geographic boundaries of Maricopa County as a recovery zone as defined in and within the meaning and for the purposes of the American Recovery and Reinvestment Act of 2009. The American Recovery and Reinvestment act established two new types of bond programs to encourage economic development. The new types of bonds consist of “recovery zone economic development bonds" and “recovery zone facility bonds”. The Industrial Development Authority (IDA) is an eligible issuer of “recovery zone facility bonds" and Maricopa County has received an allocation of $5,496,000 for these bonds. In order for “recovery zone bonds” to be issued, Maricopa County must designate an area as an eligible “recovery zone” prior to the issuance of bonds. The bonds must be issued by January 1, 2011.
