82. TRANSFER FROM EMPLOYEE HEALTH INITIATIVES TO THE GENERAL FUND Authorize the transfer of amounts remaining in the Health Select Self Insured Trust Fund (652) to the General Fund (100). The transfer of the assets requires an appropriation adjustment increasing the Workforce Management and Development (310) Health Select Self Insured Trust Fund (652) Non Recurring Non Project (0001) expenditure appropriation by $1,380,292 and the Non-Departmental (470) General Fund (100) Non Recurring Non Project (0001) revenue appropriation by $1,380,292. The transfer of the liabilities requires an expenditure appropriation adjustment increasing Non-Departmental (470) General Fund (100) Non Recurring Non Project (0001) by $49,991 and increasing the Workforce Management and Development (310) Benefits Trust Health Select Fund (652) Non Recurring Non Project (0001) revenue appropriation by $49,991. Within the appropriated budget for Non Departmental, the additional expenditures will be budgeted within Other Programs as a new line, “Transfer of Health Select Balances.” These adjustments will be offset by appropriation adjustments to the Eliminations Department (980) Eliminations Fund (900) Non Recurring Non Project (0001) revenue and expenditure appropriations for a County-wide impact of zero. These actions also require expenditure appropriation adjustments to increase the Non Departmental (470) General Fund (100) Non Recurring Non Project (0001) by $1,330,301 and decrease Non-Departmental (470) Non Departmental Grant Fund (249) Non Recurring Non Project (0001) by ($1,330,301). Within the appropriated budgets for Non Departmental, expenditures will be adjusted in Contingency. In Fiscal Year 2005, the General Fund (100) transferred budgeted monies to the Health Select Fund (652) to cover the residual run off of health care claims upon the discontinuation of the Health Select program. Future Health Select claims, if any, will be the responsibility of the General Fund (100). This agenda item is to return the unused portion of health care claims funding from the Health Select Fund (652) to the General Fund (100). (C-18-11-002-2-00)
