67. STATE LEGISLATIVE IMPACTS – CONTINGENCY ADJUSTMENTS Pursuant to A.R.S. § 42‐17106(B), approve the following transfers for expenditure authority in FY 2023: 1. Increase the Non Departmental (D470) General Fund (100) Operating (OPER) budget in the line “ALTCS Contribution” (4784) by $13,838,600. 2. Decrease the Non Departmental (D470) General Fund (100) Operating (OPER) budget from “Contingency” (4711) by $13,838,600. 3. Increase the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget in the line “DOR Mandated Contributions” (4777) by $3,370,360. 4. Increase the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget in the line “Sheriff Stipend Taxes and Retirement” (4712) by an amount not to exceed $2,500,000. 5. Decrease the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget from “Contingency” (4711) by an amount not to exceed $5,870,360. 6. Increase the Non Departmental (D470) Detention Fund (255) Non Recurring (NRNP) budget in the line “Sheriff Stipend Taxes and Retirement” (4712) by an amount not to exceed $640,000. 7. Decrease the Non Departmental (D470) Detention Fund (255) Non Recurring (NRNP) budget from “Contingency” (4711) by an amount not to exceed $640,000. The State approved the budget after the County had completed budget adoption, and there were several items not included in the final budget. First, the ALCTS contribution is increasing due to the federal government removing its enhanced pandemic support and a provider rate increase of approximately $19 million. Second, the County is required to contribute for the next five years to the new ADOR Tax System Modernization Project Fund. Finally, the approved Sheriff Deputy and Detention Officer stipend will require additional funding from the County to pay for the taxes for all employees and retirement for PSPRSS enrolled employees. These adjustments will be offset by contingency in the Non Departmental budget. (C-18-23-006-X-00)
