AMERICAN RESCUE PLAN ACT (ARPA) EXPENDITURE APPROVALS AND BUDGET ADJUSTMENTS Approve the following reallocation and uses of American Rescue Plan Act (ARPA) funding consistent with the Board of Supervisors approved priorities. The reallocation results in a net zero budget adjustment. County Attorney -Increase by $17,706 for Behavioral Health evaluation and treatment pilot project -Increase by $43,808 for Criminal Case Staffing -Decrease by $20,800 for Diversion Programming Human Services -Decrease by $16,736 for Rapid Rehousing Correctional Health -Decrease by $152,607 for ARPA Ongoing Response Office of Medical Examiner -Decrease by $94,440 for Office of the Medical Examiner Facility Renovation -Increase by $130,617 for Case Information Specialists for Caseloads Human Resources -Decrease by $172,035 for Human Resource Oversight for ARPA Non Departmental -Decrease by $19,238 for Public Health Building Public Defense Services -Increase by $61,710 for Criminal Case Staffing Office of Procurement Services -Decrease by $34,152 for Procurement Oversight Animal Care and Control -Decrease by $7,912 for Animal Care and Control Disease Control -Increase by $515,217 for Animal Care and Control Service Expansion Public Health -Decrease by $165,154 for Public Health Clinic Locations -Decrease by $85,984 for ARPA Response Ongoing Staffing Also, authorize the Office of Budget and Finance to make the following adjustments to revenue and expenditure authority in FY 2026 for the Coronavirus Fiscal Recovery Fund (Fund 296) Non Recurring Non Project (NRNP) budgets in the following departments: County Attorney (D190): $40,714 Human Services (D220): ($16,736) Correctional Health (D260): ($152,607) Office of Medical Examiner (D290): $36,177 Human Resources (D310): ($172,035) Public Defense Services (D560): $61,710 Procurement (D730): ($34,152) Animal Care and Control (D790): $507,305 Public Health (D860): ($251,138) In addition, authorize the Office of Budget and Finance to reduce the revenue and expenditure authority in FY 2026 for the Non Departmental (D470) Coronavirus Fiscal Recovery Fund (Fund 296) Public Health Building (PHBD) budget by $19,238. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-18-26-036-X-00)
