This correction does not change the direction or intent of the previous actions. Previously, the Function had only been applied to project budget appropriations, but is now also used to distinguish the operating vs. non-recurring portions of appropriated budgets. This change allows for improved review and monitoring of structural balance throughout the budget (operating revenues vs. operating expenditures. The agenda items listed above were submitted early in the fiscal year, and the necessary Function was omitted from the motion in each case.
