14. DISPOSITION OF SURPLUS PROPERTY VIA TRADE-IN Approve the disposal of surplus property by trade-in in accordance with Article 8 of the Maricopa County Procurement Code (MC1-803.D.3). The Maricopa County Attorney's Office will retire 45 duty weapons that are over 10 years old that are in need of replacement. It was determined that it is in the best interests of Maricopa County to dispose of these weapons through a trade-in program. Through a trade-in, the County Attorney will realize a 67 percent rebate toward the purchase of replacement weapons. Due to Federal law and guidelines from the U. S. Department of Alcohol, Tobacco, Firearms and Explosives, law enforcement weapons can only be sold to licensed firearms dealers. Therefore, it is not prudent to dispose of weapons through normal surplus means. The use of the trade-in program assures Maricopa County that it receives the highest value for this type of surplus property. The County Attorney has identified a potential licensed firearms reseller through a competitive bid process and requests Board permission to conduct the trade-in and replacement through ProForce Law Enforcement.
