10. VICTIM ASSISTANCE GRANT FUNDING FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION Approve the agreement and acceptance of grant funds from Arizona Criminal Justice Commission, Grant No. VA-11-024, in the amount of $104,400. These grant funds are for providing assistance services to victims of criminals being prosecuted. The grant award begins on July 1, 2010 and ends on June 30, 2011. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant allows a 0% rate for indirect costs, or $0 which may be incurred by the County Attorney's Office or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the County Attorney's Office's composite indirect cost rate at 15.3%, or $15,973.00. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $15,973.00. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This award agreement is in the amount of $104,400.00 and will be used to support two FTE Advocates (PCN 12371, 19116). In Kind Matching Funds will come from the salaries and benefits of two FTE Advocates (PCN 12073, 19606). This grant will expire at the end of the award period unless prior written approval for an extension has been obtained from the Arizona Criminal Justice Commission. Payments of grant funds are conditioned upon the availability of funds appropriated or allocated for the payment of these funds. There is no long term expectation of continued funding for this grant. However, the County Attorney’s office has been receiving funds through this grant program for the last 15 fiscal years, with the most recent funding for the period of July 1, 2009 through June 30, 2010 in the amount of $130,500. 8. AMENDMENT TO AGREEMENT WITH ARIZONA CRIMINAL JUSTICE COMMISSION FOR VICTIM ASSISTANCE GRANT Approve Amendment No. 1 to an Agreement between the Arizona Criminal Justice Commission and Maricopa County through the Maricopa County Attorney's Office in the not-to-exceed amount of $104,400. This amendment is funded by a grant from Victim Assistance Grant, VA-11-024. The purpose of this amendment is to modify terms and conditions. This amendment is effective from August 4, 2010 to June 30, 2011. All other terms and conditions of the Agreement remain in full force and effect. The Board of Supervisors approved an agreement with the Arizona Criminal Justice Commission on July 7, 2010, for $104,400 (C1910040G00). The terms of the agreement are from July 1, 2010 through June 30, 2011. The grantor has deleted sections 40 and 43 of the agreement, as they are no longer applicable. They have added requirements for compliance with grant management criteria, compliance with the Arizona Crime Victim Assistance Program Rules R10-4-201 through R10-4-204, and a requirement that the County Attorney will collect and maintain information on victim services provided by various demographics. No signatures are required to execute this amendment. (C-19-10-040-G-01)
