13. CAPITAL FREEZE EXEMPTION FOR ONE-TIME ADDITION TO FLEET AND EXEMPTIONS FROM MARKINGS AND ISSUANCE OF UNDERCOVER PLATES FOR UNDERCOVER VEHICLE 1. Approve a capital freeze exemption and authorize a one-time addition to the County Attorney’s vehicle fleet. The County Attorney desires to purchase a sport utility vehicle (SUV) that will be used in specialized criminal investigations. The purchase price of the vehicle is expected not-to-exceed $50,000 and will be purchased using County Attorney RICO funds. 2. Also approve an exemption from markings and issuance of non-governmental; license plates per A.R.S. 38-538 and §28-2511(A) because this vehicle will be used for sensitive criminal investigations where the safety of both the mission and the detective are dependent upon anonymity. The vehicle being replaced is currently exempt from markings. Vehicle Number 76226, a 2002 GMC Envoy with 111,194 miles that was purchased using RICO funds, will subsequently be retired. The estimated annual operational costs for the new and retired vehicles are estimated to be $4,000 and are budgeted in the County Attorney’s General Fund budget. Approval of this agenda will result in a net impact to the General Fund of zero dollars in subsequent years. The vehicle to be acquired will be retired at the end of its useful life with no expectation of replacement from the general fund.
