13. DRUG, GANG, AND VIOLENT CRIME CONTROL GRANT FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION Approve receipt of grant funds from the Arizona Criminal Justice Commission (ACJC) through the FY 2014-2015 Drug, Gang, and Violent Crime Program in the amount of $1,032,824, which includes: $550,840 in Federal funds under CFDA 16.738 and $481,984 in State funds. This program requires a hard cash match of 25 percent, or $344,275. The County Attorney has included these dollars in its FY 2015 general fund budget. The total award is $1,377,099. These funds are for the enhancement of drug, gang, and violent crime prosecution. This grant agreement, ACJC number DC-15-027, will commence on July 1, 2014 and will terminate on June 30, 2015. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant funds, $1,032,824, may not be expended for any indirect costs which may be incurred by the Maricopa County Attorney's Office or Maricopa County for the administration of this grant (Agreement Page 5, Paragraph 31). The grant allows a 0% rate for indirect costs, or $0 that may be incurred by the County Attorney's Office or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the County Attorney's Office's composite indirect cost rate at 16.1%, or $166,285. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $166,285. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore budget law does not prohibit the expenditure of these funds. This award agreement is in the amount of $1,377,099 and will be used to support thirteen (13) FTE Prosecutors (PCN: 665, 741, 11749, 12665, 12676, 15376, 16054, 16142, 34920, 64674, 64675, 65124, and 66565), one (1) FTE Detective (PCN 14484), and one (1) Legal Support Specialist (PCN 761) and (1) Legal Support Supervisor (PCN 1614). These positions will be used to enhance the prosecution of drug, gang, and violent crime. This grant will expire at the end of the award period unless prior written approval for an extension has been obtained from the Arizona Criminal Justice Commission. There is no long term expectation of continued funding for this grant; however, funds have been awarded by the Arizona Criminal Justice Commission for this purpose since FY 1995, with the most recent funding for FY 2014.
