15. GRANT FUNDS FROM ARIZONA CRIMINAL JUSTICE COMMISSION FOR VICTIM ASSISTANCE Approve the agreement and acceptance of grant funds from Arizona Criminal Justice Commission, Grant No. VA-16-024 in the amount of $104,400 in state grant funds. These grant funds are for providing assistance services to victims of criminals being prosecuted. The grant award begins on July 1, 2015 and ends on June 30, 2016. Authorize the Chairman to sign all documents related to these grant funds, as applicable. This grant requires in-kind matching funds in the amount of $104,400 that will come from the salaries and benefits of two (2) FTE Advocates.The grant allows a 0% rate for indirect costs, or $0 which may be incurred by the County Attorney's Office or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the County Attorney's Office's composite indirect cost rate at 13.0%, or $13,572.00. In accordance with Paragraph 28 on Page 4 of the grant agreement, the allowable recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $13,572.00. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This grant will expire at the end of the award period unless prior written approval for an extension has been obtained from the Arizona Criminal Justice Commission. Payments of grant funds are conditioned upon the availability of funds appropriated or allocated for the payment of these funds. There is no long term expectation of continued funding for this grant. However, the County Attorney’s office has been receiving funds through this grant program for the last 20 fiscal years, with the most recent funding for the period of July 1, 2014 through June 30, 2015 in the amount of $104,400. 9. AMENDMENT TO GRANT FUNDS FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION FOR ADDITIONAL VICTIM ASSISTANCE GRANT FUNDING Approve the acceptance of additional grant funds from Arizona Criminal Justice Commission, Grant No. VA-16-024 in the amount of $26,100 in state grant funds. The original grant contract (C-19-15-042-G-00) in the amount of $104,400 was accepted on 6/24/15. The adjusted grant period end date is extended from June 30, 2016 to September 30, 2016. The grant allows a 0% rate for indirect costs, or $0 which may be incurred by the County Attorney's Office or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has approved the County Attorney's Office's FY17 composite indirect cost rate at 15.2%, or $3,967.20. The allowable recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $3,967.20. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This grant will expire at the end of the award period unless prior written approval for an extension has been obtained from the Arizona Criminal Justice Commission.
