11. GRANT FUNDS FROM US DEPARTMENT OF JUSTICE OFFICE OF JUSTICE PROGRAMS BUREAU OF JUSTICE ASSISTANCE FOR NATIONAL SEXUAL ASSAULT KIT INITIATIVE Approve receipt of grant funds from the Bureau of Justice Assistance through the National Sexual Assault Initiative program in the amount of $1,232,705. These funds are for the testing of backlogged SAKs in the possession of law enforcement agencies in Maricopa County, to promote strategies to permanently eliminate a backlog of untested SAKs in Maricopa County and to provide necessary resources to coordinate the project and investigate and prosecute sexual assault offenders. This grant agreement will commence October 1, 2016 and terminate on September 30, 2019. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant funds, $1,232,705, may not be expended for any indirect costs which may be incurred by the Maricopa County Attorney's Office or Maricopa County for the administration of this grant. The grant allows a 0% rate for indirect costs, or $0 that may be incurred by the County Attorney's Office or Maricopa County for the administration of this grant. The Maricopa County Attorney's Office's composite indirect cost rate is 15.2%, or $187,371. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $187,371. Pursuant to A.R.S. §42-17106, approve appropriation adjustment(s) resulting in a net increase to revenue and expenditures of $290,058 in FY 2016-2017 County Attorney (D190) Grants Fund (219) Operating (1000) budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of these revenues is not prohibited by the budget law. This request does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-19-17-017-M-00)
