11. NATIONAL CRIMINAL HISTORY IMPROVEMENT PROGRAM (NCHIP) GRANT FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION Approve receipt of grant funds from the Arizona Criminal Justice Commission (ACJC) for the National Criminal History Improvement Program in the amount of $406,581.00. These grant funds are provided to enhance efforts to improve criminal history records and information. This grant agreement, ACJC number NCP 19-21-001, will commence on January 1, 2020 and will terminate on December 31, 2021. In accordance with the agreement, page 6, paragraph 35, these funds will not be used for any indirect or administrative costs that may be incurred by the Maricopa County Attorney’s Office or Maricopa County for the administration of this grant. Thus, the grant allows a 0% rate for indirect costs, or $0 that may be incurred for the administration of this grant. The Maricopa County Attorney’s Office FY 2020 composite indirect cost rate is 15.8%, or $71,377. The recoverable indirect cost of administering this grant is $0 and the non-recoverable indirect cost is $71,377. Non-recoverable indirect costs will be covered by the departmental general fund budget. This grant is competitive and does not require on-going cash contributions after the grant period end date. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This award agreement is in the amount of $406,581.00 in Federal dollars under CFDA 16.554 awarded to the Arizona Criminal Justice Commission by the U. S. Department of Justice. This grant requires a 10 percent match, which the County Attorney can provide through the salary and benefits of various personnel, totaling $45,175.00. The total project cost is $451,756.00. These funds are used to support mandated services to reduce the agency’s backlog of arrest disposition records. This grant is a one-time award with no expectation of continued funding. However, the County Attorney’s Office has received funding under this grant program since 2009. This grant will expire at the end of the award period unless prior written approval for an extension has been obtained from the Arizona Criminal Justice Commission. Payment of these grant funds are conditioned upon the availability of funds appropriated for the payment of such obligation. (C-19-20-041-G-00)
