23. DRUG, GANG, AND VIOLENT CRIME CONTROL GRANT FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION Approve receipt of grant funds from the Arizona Criminal Justice Commission (ACJC) through the FY 2020-2021 Drug, Gang, and Violent Crime Program in the amount of $807,390, which includes: $578,748 in Federal funds under CFDA 16.738 and $228,642 in State funds. This program requires a hard cash match of 25 percent, or $269,131. The total award is $1,076,521. These funds are for the enhancement of drug, gang, and violent crime prosecution. This grant agreement, ACJC number DC-21-027, commences on July 1, 2020 and will terminate on June 30, 2021. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant funds, $807,390, may not be expended for any indirect costs which may be incurred by the Maricopa County Attorney's Office or Maricopa County for the administration of this grant (Agreement Page 7, Paragraph 35). The grant allows a 0% rate for indirect costs, or $0 that may be incurred by the County Attorney's Office or Maricopa County for the administration of this grant. The Maricopa County Attorney's Office's composite indirect cost rate for FY21 is 20.1%, or $216,380.72. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $216,380.72. Nonrecoverable indirect costs will be covered by the departmental general fund budget. There is a 25% match requirement that will be covered by the departmental general fund. This grant is competitive and does not require on-going cash contributions after the grant period end date. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore budget law does not prohibit the expenditure of these funds. (C-19-21-001-X-00 )
