24. APPROPRIATION ADJUSTMENT FOR COUNTY ATTORNEY GENERAL FUND Pursuant to A.R.S. $42-17106(B), approve the following transfer of expenditure authority within the FY2021 Budget: A) Increase the expenditure authority in the County Attorney (D190) General Fund (100) Operating (OPER) budget by $175,836. B) Decrease the expenditure authority for the Non Departmental (D470) General Fund (100) Operating (OPER) by $175,836. A.R.S. 8-127 requires the County Attorney authority to provide free legal representation in any uncontested adoption. For the past five years, uncontested adoptions were handled by outside counsel rather than county staff. Funding will create 2.5 FTE (1 Paralegal, 1 Legal Support Specialist, and .5 Attorney II) by use of expected savings from no longer using outside counsel for uncontested adoption cases.
