39. VICTIM COMPENSATION FUNDING FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION Approve acceptance of $2,256,593 in grant funds from the Arizona Criminal Justice Commission. These funds come from the Arizona Crime Victim Compensation program administered by the Arizona Criminal Justice Commission for FY23. Of these monies, $508,593.00 are State funds (ACJC), and $1,182,000.00 are Federal funds (VOCA) under CFDA 16.576. The remaining $566,000.00 are Federal Funds from American Rescue Plan Act (ARPA) funding under CFDA 20.017. The Arizona Criminal Justice Commission Grant Number VC-23-008 Commences July 1, 2022 and will terminate on June 30, 2023. Authorize the Chairman to sign all applicable documents. These monies are to be used for the benefit of victims of crime through the Maricopa County Victim Compensation Program and cannot be used for indirect costs (Agreement, Page 8, Paragraph 35). The Maricopa County Attorney's Office's composite indirect cost rate for FY23 is 22.35%, or $504,348.54. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $504,348.54. Non-recoverable indirect costs will be covered by the departmental general fund budget. There is no requirement of match funds. This grant is competitive and does not require on-going cash contributions after the grant period end date. Grant revenues are not “local revenues” for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by budget law. This funding directly supports the overall mandated function of providing victim services. (C-19-23-001-X-00)
