28. ACCEPT GRANT FUNDS FROM OFFICE OF JUSTICE PROGRAMS FOR MCAO COLD CASE DNA 2 Approve the application, agreement, and acceptance of $500,000 in grant funding from the Office of Justice Programs (OJP), 2022 BJA FY22 Prosecuting Cold Cases Using DNA, in the amount not-to-exceed $500,000.00 for the purpose of investigating and bringing cold case violent crimes forward for prosecution and closure. The grant award begins on October 1, 2022 and ends on September 30, 2025. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The Maricopa County Attorney’s office (MCAO) indirect rate for FY23 is 22.35%. Total grant indirect costs are estimated to be $91,336.33 and the department will not be recovering indirect costs off this grant. MCAO will absorb the indirect costs of the grant award totaling $91,336.33 within their general budget. The grant award is non-reoccurring. This funding does not have a required match component. This grant provides critical overtime funding for our homicide investigations team, funding for a full-time cold case analyst to assist in cold case homicide investigations, investigative travel funding, and additional DNA testing if required. This is the second award for MCAO from this OJP funding initiative. This grant is competitive. Funding for this agreement is provided through a Grant from OJP. When the grant ends, on-going contributions will not be required. The overall grant budget will be adjusted as necessary to accommodate this grant through future reconciliation. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-19-23-038-X-00)
