22. APPLY FOR AND ACCEPT, IF AWARDED, GRANT FUNDS FROM THE BULLETPROOF VEST PARTNERSHIP Approve application and if, awarded, accept the award for Bulletproof Vest Partnership grant funding from the Federal Bureau of Justice Assistance (BJA) in an amount not-to-exceed $366,107.30. Funds will be used to reimburse costs for bulletproof vests for the Maricopa County Sheriff’s Office, the Maricopa County Adult Probation Department, the Maricopa County Juvenile Probation Department, and the Maricopa County Attorney’s Office. The Maricopa County Sheriff’s Office will receive an amount not-to-exceed $198,375.00 towards 650 vests. The Maricopa County Adult Probation Department will receive an amount not-to-exceed $137,591.37 toward 406 vests. The Maricopa County Juvenile Probation Department will receive an amount not-to-exceed $24,825.36 towards 79 vests. The Maricopa County Attorney’s Office will receive an amount not-to-exceed $5,315.57 towards 13 vests. The term of the grant is from April 1, 2015 to August 31, 2017. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. The grantor does not allow for indirect cost recovery. The total unrecoverable indirect would be an amount not-to-exceed $59,639.72. The Sheriff’s Office indirect rate in FY 15 is 15.70% and they will not recover an amount not-to-exceed $31,144.88. The Adult Probation Department indirect rate in FY 15 is 12.6% and they would not recover an amount not-to-exceed $17,336.51. The Juvenile Probation Department indirect rate in FY 15 is 41.5% and they would not recover an amount not-to-exceed $10,302.52. The Attorney’s Office indirect rate in FY 15 is 16.1% and they will not recover an amount not-to-exceed $855.81. (C-20-15-037-G-00)
