5. TOM MANOS OUTSTANDING SERVICE AWARD In April of 2016, the Maricopa County Board of Supervisors created the Tom Manos Outstanding Service Award to recognize the legacy of public service left by retired County Manager Tom Manos. This includes his ability to achieve consensus on the most tenuous of issues; his service on a local and state level in budget and finance; his tireless work on behalf of the homeless; his support of regulatory reform; and his unwavering commitment to improving the justice system through Smart Justice.
