10. GRANT FUNDING FROM UNITED STATES DEPARTMENT OF DEFENSE - FEDERAL VOTING ASSISTANCE PROGRAM Approve the application and acceptance of $150,000 from the United States Department of Defense from the Federal Voting Assistance Program, and authorize the Chairman to approve the receipt of any and all such funds awarded. The funding will expand the functionality of the department's Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) website, providing an online, fillable form utilizing technology to pull signature images from existing voter file interface to auto populate voter registration records. The grant period will cover through November 30, 2016 on a reimbursement basis. The department's indirect cost rate is 48.7%. The grant does not allow for recovery of indirect costs. Unrecoverable indirect costs are estimated to be $73,050. Also authorize a revenue and expenditure appropriation increase in the amount of $150,000 in FY 2012-13 to the Elections (210) Elections Grant Fund (248) Non Recurring Non Project (0001). Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This budget request does not alter the budget constraining the expenditure of local revenues duly adopted by the board pursuant to A.R.S. 42-17105. (C-21-12-009-G-00)
