13. BUDGET ADJUSTMENT FOR ELECTRONIC POLL BOOKS In accordance with A.R.S. 42-17106(B), authorize the following amendments to the FY 2014 expenditure budget: a) Decrease the expenditure authority for the Non Departmental (470) General Fund (100) Contingency (4711) Non Recurring Non Project (0001) budget in the line "Electronic Poll Books " by $2,415,000; b) Increase the expenditure authority in the Elections Department (210) General Fund (100) Non Recurring Non Project (0001) budget by $2,415,000 for one-time expenditures; c) Move the balance of $2,585,000 from the line "Electronic Poll Books" to "Unreserved Contingency" in the Non Departmental (470) Contingency (4711) General Fund (100) Non Recurring Non Project (0001) budget. These actions will have a County-wide net impact of zero and they do not alter the budget constraining expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Approval of this action allows the Elections Department to enter into a contract with the selected vendor for the initial hardware purchase and set up and implementation of up to 1,700 tablet devices and related peripherals for the more user friendly and economical electronic poll books. The full cost of the electronic poll books is $3,415,000. The Elections department will use an additional one million dollars of the FY 2014 approved, budgeted Help America Vote Act (HAVA) grant to complete the funding for the electronic poll books.
