11. BUDGET ADJUSTMENT FOR SPECIAL ELECTIONS FOR PROPOSITIONS 123 AND 124 Approve a revenue and expenditure appropriation increase in the Elections Department (210) General Fund (100) Primary/General Election Cycle Spending (ELE1) budget in an amount not to exceed $4,278,388. This adjustment is needed due to increased election costs associated with the May 2016 Special State Election for Propositions 123 and 124. The increase in expenses is offset by an increase in revenues from the Arizona Secretary of State of $4,278,388 reimbursement for holding their elections. Intergovernmental revenues and reimbursements from the Secretary of State's office are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S §42-17105. (C-21-16-008-2-00)
