17. APPROPRIATION ADJUSTMENT FOR CARRYFORWARD OF ELECTIONS DEPARTMENT NON RECURRING NON PROJECT FUNDING In accordance with ARS 42-17106(B) approve the following: 1. Increase to the Elections Department (D210) General Fund (100) Non Recurring Non Project (NRNP) expenditure appropriation by $432,978. 2. Decrease the Non Departmental (D470) General Fund (100) Non Recurring Non Project (NRNP) Unreserved General Contingency (4711) line by the amount of $432,978. This action will carry forward funding appropriated in fiscal year 2018 for the purchase of SiteBooks and related imaging of the SiteBooks for polling places. The outstanding items were ordered in FY18 but 1) not paid in FY18 or 2) equipment and invoices were received on July 17, 19 and 23, 2018, after July 1, 2018 in FY19. Based on a reconciliation of expenditures as of the year-end close, $432,978 of the $3,934,658 was not expensed in FY 2018 for items that were ordered but not received or paid in FY 2018.
