104. CONTRACT WITH ARIZONA COMMUNITY ACTION ASSOCIATION TO PROVIDE UTILITY BILL ASSISTANCE TO LOW-INCOME HOUSEHOLDS Approve an Agreement between Arizona Community Action Association (ACAA) and Maricopa County through the Human Services Department, in the not-to-exceed amount of $559,275. The purpose of this Agreement is to administer Utility Assistance Programs to low-income residences of Maricopa County and provide weatherization work, utility repair and replacement and bill assistance. This Independent Contractor Agreement is effective from July 1, 2009 through June 30, 2010. As a federally designated Community Action Agency, Maricopa County receives a myriad of grant funds for the provision of anti-poverty and other community-based social service programs. These funds are administered by the County’s Human Services Department, which is responsible for directly operating the programs or contracting for the provision of services by local government or community based agencies and organizations. ACAA desires to subcontract with Maricopa County through its Human Services Department to provide utility bill assistance and utility repair and replacement services through multiple sources of funding including the Home Energy Assistance Fund, General Bill Assistance Program, Southwest Gas Bill Assistance Program, and Utility Repair, Replacement, and Deposit. The total grant of $559,275.00 will incur sub-recipient costs of $280,000.00 and direct pay cost of $236,808.00 totaling $516,808.00 which are not subject to indirect cost recovery. The Human Services Department current negotiated DHHS indirect rate for FY 2008-09 is 15.2% while the FY 2009-10 indirect rate is 18% (pending negotiation). Total allowable indirect expenses of $42,467 are fully recoverable. (C-22-10-001-3-00)
