A-5. IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR WORKFORCE INVESTMENT ACTIVITIES Approve an Intergovernmental Agreement (IGA) with Arizona Department of Economic Security (DE101047) and Maricopa County, administered through its Human Services Department Workforce Development Division Maricopa Workforce Connections (MWC). The purpose of this Agreement is to provide funding for Workforce Investment Act activities. The funds are provided under the Workforce Investment Act (WIA) Title 1B federal grant program. Services to be provided under this agreement include: Youth, Summer Youth Employment, Adult, and Dislocated Worker services. Funding amount is $8,649,126 for Maricopa Workforce Connections activities. The term of the IGA is from April 1, 2009 to June 30, 2012. The Human Services Department's current negotiated DHHS indirect rate for FY 2008-09 is 15.2% while the FY 2009-10 indirect rate is 18% (pending negotiation). Of the $8,649,126, sub-recipient costs in the amount of $2,360,893, equipment costs of $196,071 and direct pay costs of $239,107 are not subject to indirect charges. Therefore, the total indirect cost is estimated at $914,540 of which $772,278 is recoverable and $142,262 is unrecoverable. Due to the quantity of line items, the financial impact within SOLAR is summary only. 41. AMENDMENT TO CONTRACT WITH VALLEY OF THE SUN YMCA FOR THE LAS ARTES DE MARICOPA COUNTY PROGRAM Approve Amendment No. 3 to a Contract between Valley of the Sun YMCA for the Las Artes de Maricopa County Program and Maricopa County, administered by its Human Services Department. The purpose of this Amendment is to renew the Contract for year three of the four one-year options and to provide funds for the Workforce Investment Act (WIA) Youth Program. This Amendment will provide services to 200 youth. The Amendment is effective from September 1, 2009 to August 31, 2010. The Amendment will provide the amount not-to-exceed $986,000. This Amendment is funded under the Federal WIA of 1998 by an Intergovernmental Agreement (IGA) with Arizona Department of Economic Security (C-22-10-008-3-00) (which was approved on July 22, 2009). 38. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR WORKFORCE INVESTMENT ACTIVITIES Approve Amendment No. 1 to an Intergovernmental Agreement between Arizona Department of Economic Security (DE101047001) and Maricopa County (C-22-10-008-3) administered by its Human Services Department Maricopa Workforce Connections (MWC), for Workforce Investment activities. The purpose of this amendment is to increase Program Year 09 Set-A-Side funding from $0 to $23,880. The funds are provided under the Workforce Investment Act (WIA) Title, 1B Federal Grant program and do not impact the County General Fund. The Fiscal Year 2009-10 Human Services Department actual indirect cost rate is 18% and the current negotiated approved U.S. Department of Health and Human Services indirect cost rate is 16.2%. The total grant funds are $23,880, all of which are to be used as pass-through funds for program training costs for qualified job seekers and, therefore, not subject to indirect recovery. The overall grant budget will be adjusted as necessary to accommodate this grant amendment through a future reconciliation. This amendment is effective upon signature of both parties and will expire June 30, 2012. All other terms and conditions of the Intergovernmental Agreement remain in full force and effect. The Set-a-Side funds for Program Year 09 will be used to provide training opportunities to job seekers in high demand industries such as Green Technology and Health Care. This will help meet the needs of employers who require a skilled workforce and the needs of job seekers who require jobs that will provide livable wages. (C-22-10-008-3-01)

IGA WITH ARIZONA BOARD OF REGENTS ON BEHALF OF ARIZONA STATE UNIVERSITY FOR AN ECONOMIC IMPACT ANALYSIS OF MARICOPA WORKFORCE CONNECTIONS ACTIVITIES Approve an Intergovernmental Agreement between Arizona Board of Regents, A Body Corporate, for and on behalf of Arizona State University, W.P. Carey School of Business, Seidman Research Institute and Maricopa County administered by its Human Services Department, Maricopa Workforce Connections, for an amount not-to-exceed $49,487. This IGA is funded under the Workforce Investment Act (WIA) Title, 1B Federal Grant program through the Department of Economic Security contract #C-22-10-008-3-00. The purpose of this IGA is for W.P. Carey School of Business to conduct an Economic Impact Analysis of the Maricopa Workforce Connections (MWC) operations and services for the July 1, 2007 through June 30, 2008 time period. This IGA is effective from January 1, 2010 until December 31, 2010. This IGA does not include any County General Funds. The Economic Impact Analysis will estimate the economic impact and fiscal return on investment of the outputs/services provided by MWC. IGA WITH ARIZONA BOARD OF REGENTS ON BEHALF OF ARIZONA STATE UNIVERSITY FOR A HEALTHCARE WORKFORCE DATA REPORT Approve an Intergovernmental Agreement (IGA) between Arizona Board of Regents, a body corporate, for and on behalf of Arizona State University, and its Center for Healthcare Information & Research and Maricopa County administered by its Human Services Department, Maricopa Workforce Connections, for an amount not-to-exceed $15,000. This IGA is funded under the Workforce Investment Act (WIA) Title1B Federal Grant program through the Department of Economic Security contract #C-22-10-008-3-00. This IGA is effective from January 1, 2010 until December 31, 2010. This IGA does not include any County General Funds. The purpose of this IGA is for ASU’s Center for Healthcare Information & Research (CHIR) to provide a Healthcare Workforce Data report. The report will provide information that will be used for strategic planning and development of program goals. (C-22-10-063-3-00)

33. AMENDMENT TO IGA WITH ARIZONA BOARD OF REGENTS ON BEHALF OF ARIZONA STATE UNIVERSITY Approve a financial Amendment No. 2 to the Intergovernmental Agreement (IGA)between Arizona Board of Regents, A Body Corporate, for and on behalf of Arizona State University, W.P. Carey School of Business, Seidman Research Institute and Maricopa County administered by its Human Services Department, Maricopa Workforce Connections. The purpose of the Amendment is to revise the Work Statement and to reduce the budget. This Amendment revises the budget from $49,487 to $34,907 a reduction of $14,580. The expenditures from this Agreement are reimbursed under the Arizona Department of Economic Security IGA #C-22-10-008-3-00. The de-obligated funds of $14,580, from this Amendment will be utilized to provide training to WIA participants who are seeking training opportunities. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. This IGA does not contain any County General funds. This Agreement will expire June 30, 2011. All other terms and conditions of the original Agreement and Amendments remain the same. W.P. Carey School of Business will provide a report that outlines the necessary steps required to conduct an Economic Impact Analysis of the Maricopa Workforce Connections (MWC) operations and services.
